    Francophone Mobility Work Permit

    The Francophone Mobility Work Permit allows qualified French-speaking foreign workers to work in Canada without a Labour Market Impact Assessment (LMIA). This program helps Canadian employers hire French-speaking talent for jobs outside the province of Quebec.
     
    If you meet the eligibility criteria, your employer can offer you a job under this LMIA-exempt category, making the process faster and more cost-effective.

    Who Can Apply

    Applications Submitted On or After June 15, 2023

     
    You may be eligible if you:
    1) Meet the general requirements for a Canadian work permit.
    2) Plan to live and work outside Quebec (in one of the nine provinces or three territories).
    3) Can prove intermediate French speaking and listening skills. This would be equivalent to a minimum NCLC level 5 or higher.
    4) Have a valid job offer from a Canadian employer.
    5) The job falls under any TEER category of the National Occupational Classification (NOC). Primary agriculture jobs under TEER 4 or 5 are not eligible.
     

    Applications Submitted Before June 15, 2023

     
    You were required to:
    1) Meet the general work permit eligibility criteria.
    2) Intend to live and work outside Quebec.
    3) Demonstrate French as your language of daily use.
    4) Score at least NCLC level 7.
    5) Hold a job offer under the TEER 0, 1, 2, or 3 categories of the NOC.
     

    Bringing Your Family to Canada

     
    Your family members may also be eligible to come with you:
    1) A spouse or common-law partner may apply for an open work permit.
    2) Dependent children can attend school or university in Canada.
    3) Some family members may need a study permit.

    Steps Your Employer Must Complete Before You Apply

    Before you submit your work permit application, your Canadian employer must:
    1) Submit an offer of employment through the IRCC Employer Portal. Use the LMIA exemption code C16 (Mobilité Francophone).
    2) Pay the $230 employer compliance fee.
    3) Provide you with the 7-digit offer of employment number.

    How to Apply

    Step 1: Make Sure You Have What You Need

     
    To apply online, you need:
    a) A scanner or camera for electronic documents
    b) A valid credit or debit card
     

    Step 2: Create or Sign In to Your Online Account

     
    You must apply through an IRCC online account. It allows you to:
    a) Submit your application
    b) Upload documents
    c) Track your application status.
     

    How to Start Your Application

     
    Once you sign in to your IRCC online account, you can follow the steps below to begin your Francophone Mobility work permit application.
    1) Go to the Start your application section on your account dashboard.
    2) Click Apply to come to Canada.
    3) Please scroll to the section where I do not have a personal reference code.
    4) Select Visitor visa, study and/or work permit.
    5) Choose Work to continue.
     

    Step 3: Get Your Personalised Document Checklist

     
    You’ll need to answer a series of questions to generate a checklist for your situation. Answer carefully, as incorrect answers may delay your application.
     

    If You Are Applying from Outside Canada

     
    When completing the questionnaire, select the following responses:
    Q. How long are you planning to stay in Canada?
    A. Choose based on your job offer:
    a) Temporarily – more than 6 months, or
    b) Temporarily – less than 6 months
     
    Q. Do you have a job offer and an offer of employment number or LMIA number?
    A. Select Yes
    The offer of employment number is the 7-digit number your employer received after submitting the offer through the IRCC Employer Portal.
     
    Q. What type of work permit are you applying for?
    A. Select A work permit with a Labour Market Impact Assessment exemption.
     

    If You Are Applying from Inside Canada

     
    Answer the questions as follows:
    Q. How long are you planning to stay in Canada?
    A. Choose based on your employment contract:
    a) Temporarily – more than 6 months, or
    b) Temporarily – less than 6 months
     
    Q. Do you have a written job offer?
    A. Select Yes
     
    Q. Which option best describes your work situation?
    A. Please choose – I am applying for an employer-specific work permit with an LMIA exemption.
     

    Step 4: Complete the Application Forms

     
    Before you fill out the forms, please look over the instruction guide.
     
    The guide explains how to complete each section of the work permit application correctly, helping prevent errors or delays.
     

    Step 5: Upload Your Supporting Documents

     
    Your personalised checklist will list most of the documents you must upload. You can also submit additional supporting documents under the Client Information section if you like.
    a) There is only one Client Information upload field.
    b) If required, combine multiple documents into a single file before uploading.
    c) Ensure all documents are clear, complete, and easy to read.
     

    Proof of French Language Ability

     
    Applications Submitted On or After June 15, 2023
     
    You must show French speaking and listening skills at NCLC level 5 or higher, such as:
    1) TEF or TCF test results (speaking and listening)
    2) Official transcripts or completion letters from a French-language education institution
    3) Other documents confirming education completed in French
     
    Applications Submitted Before June 15, 2023
     
    You needed to prove:
    1) French as your language of daily use, or
    2) NCLC level 7 or higher in all four TEF or TCF language skills
     
    Upload all French language proof in the Client Information section.
    You do not need to prove reading or writing skills for this LMIA exemption.
     

    Step 6: Pay Fees and Submit Your Application

     

    a) Pay the work permit processing fee.

    b) Submit your completed application online.

    Pathway to Permanent Residence

    If you plan to stay in Canada long-term, you can apply for permanent residence once you meet eligibility requirements. Francophone candidates may qualify under Express Entry or Provincial Nominee Programs.
